NGO Drags Bauchi Governor’s Aide to ICPC, DSS Over Salary Fraud Allegations

A civil society organisation, Community Rescue Initiative (CRI), has petitioned the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Department of State Services (DSS) over allegations that a senior aide to the Bauchi State Governor is simultaneously holding two government positions and allegedly receiving salaries from both offices.

The petitions, dated May 20, 2026, were submitted through the law firm G. Hassan & Co., and are directed to the Bauchi State offices of the ICPC and DSS.

According to the petition made known on Wednesday, Mr. Liman Babayo Othman Abubakar, also known as Babayo Liman, is alleged to be serving as a Chief Executive Officer (Accounts), Salary Grade Level 14, in the Office of the Accountant-General of the Federation, reportedly posted to the Accounts Department of the Federal Ministry of Works in Plateau State.

The petition further claims that he is currently serving as Senior Special Assistant (SSA) to the Governor of Bauchi State on Internal Security, raising concerns over the legality of holding both positions at the same time.

CRI alleged that the dual appointments may have resulted in the official receiving salaries and other benefits from both the Federal Government and the Bauchi State Government simultaneously.

The organisation argued that if proven, such an arrangement could amount to a violation of public service regulations and undermine transparency and accountability in governance.

In its petition, CRI called on the anti-corruption and security agencies to conduct a thorough investigation into the matter and determine whether any laws, public service rules, or ethical standards have been breached.

The group stated that its action is in line with its mandate of promoting good governance, transparency, and accountability in public institutions across Nigeria.
