HND Holders May Benefit As Lawmakers Empower B.Tech Degrees For Polytechnics

By Opeyemi Adelakun

The Senate has amended the Federal Polytechnic Act to allow federal polytechnics to award Bachelor of Technology (B.Tech. Hons.) degrees in science, engineering and technology programmes.

The decision, taken during Thursday’s plenary, reverses an earlier position that restricted the qualifications federal polytechnics could award to the National Diploma (ND) and Higher National Diploma (HND).

The amended provision permits federal polytechnics to award the degrees to holders of ND, HND or postgraduate diplomas, provided the programmes receive accreditation from the National Universities Commission (NUC) and other relevant regulatory bodies.

Senate Leader Opeyemi Bamidele, representing Ekiti Central, moved the motion for the amendment. He argued that provisions in Sections 2, 8 and 31 required further scrutiny to clarify administrative arrangements and create a more comprehensive legal framework.

The Senate recommitted the Act to the Committee of the Whole for consideration before Senate President Godswill Akpabio put the amended provisions to a voice vote. Most senators voted in support.

Other Provisions Amended

Beyond the new degree-awarding power, the amendment revises the appointment and tenure of rectors in federal polytechnics.

The revised provision states that governing councils shall appoint rectors for an initial five-year term, with the possibility of a second and final four-year term.

The amendment also changes Section 31 to define a minister as the officer responsible for education.

Could The Move End HND Discrimination?

The decision addresses a longstanding debate over differences in the treatment of university graduates and holders of Higher National Diplomas, particularly in recruitment, salary structures, promotion and access to certain positions.

HND holders have faced restrictions in some public and private sector organisations despite obtaining their qualifications from recognised tertiary institutions.

A March 2018 circular from the Office of the Head of the Civil Service of the Federation allowed HND holders to enter the federal civil service at Salary Grade Level 08. However, additional requirements have applied to progression beyond Grade Level 14 or conversion to the officer cadre.

In 2023, the House of Representatives also called attention to alleged disparities in the promotion of HND and degree holders in the Nigeria Security and Civil Defence Corps.

The Senate’s amendment could create an additional academic pathway for polytechnic graduates. However, its effect on the wider HND/B.Sc. disparity will depend on programme accreditation, employer recognition and any subsequent changes to public service recruitment and promotion rules.
