NASS transmits State Police Bill to 36 Assemblies

The National Assembly clarified on Tuesday that only the Constitution Alteration Bill seeking to establish State Police Services has been transmitted to the 36 State Houses of Assembly for consideration.

This clarification addresses recent public perceptions and media reports suggesting that all pending Constitution Alteration Bills had already been forwarded to the state legislatures.

In a statement issued yesterday, Clerk to the National Assembly, Kamoru Ogunlana, confirmed that the only bill transmitted is the Constitution of the Federal Republic of Nigeria 1999 (Sixth Alteration) Bill, 2026, which focuses on the establishment of State Police Services and related matters.

“For the avoidance of doubt, it is only this particular Constitution Alteration Bill that has so far been transmitted to the State Houses of Assembly,” the statement read. “It is therefore incorrect to suggest or create the impression that all the Constitution Alteration Bills before the National Assembly have been transmitted to the States.”

The National Assembly explained that the State Police Bill was prioritised due to significant public demand and the urgent need to address national security concerns through a robust constitutional framework.

Regarding other pending proposals, the legislature noted that they will follow the standard constitutional amendment process. These bills will be transmitted to the 36 State Houses of Assembly only after they have been passed in identical form by both chambers of the National Assembly.

The National Assembly reiterated its commitment to a transparent and responsible amendment process, in strict accordance with the 1999 Constitution. It also urged the public and the media to rely solely on official communications regarding the status of all legislative bills.
