The Kano State House of Assembly has passed a bill seeking to regulate tuition fees charged by private schools, with a provision limiting any increase in school fees to 10 per cent.
The legislation, titled Kano State Private and Voluntary Institutions Board (Amendment) Bill, 2026, was passed on Monday after scaling third reading during plenary.
Presenting the bill, the Clerk of the House, Bashir Diso, read its provisions before lawmakers considered it at the committee of the whole.
Speaking after its passage, the Majority Leader, Lawan Hussaini, said the amendment requires private primary and secondary schools to consult their Parent-Teacher Associations (PTAs) before implementing any increase in tuition fees.
He explained that any agreed increment must not exceed 10 per cent of the existing tuition.
The bill, which has been transmitted to Governor Abba Yusuf for assent, also introduces new qualifications for the Executive Secretary of the Private and Voluntary Institutions Board.
Under the proposed law, only a retired or experienced educationist who attained at least Grade Level 14 in the public service will be eligible for the position.
Hussaini further disclosed that private schools would no longer be permitted to charge more than 10 per cent above the official registration fees fixed by external examination bodies, including the West African Examinations Council, National Examinations Council and National Business and Technical Examinations Board.
The amendment also reduces the statutory levy payable by private schools to the board from 15 per cent to five per cent.
According to the majority leader, the reforms are aimed at strengthening oversight of private and voluntary institutions, streamlining their administration, protecting parents from arbitrary school fee hikes and improving education standards across Kano State.
