ICPC Arraigns National Hospital Consultant Over Alleged False Medical Report Linked To o El-Rufai

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has filed criminal charges against an oncology consultant at the National Hospital, Abuja, Dr. Bello Abubakar, over allegations of issuing a false medical report connected to former Kaduna State Governor and African Democratic Congress (ADC) chieftain, Nasir El-Rufai.

According to court documents, Dr. Abubakar is facing a four-count charge bordering on alleged forgery, abuse of office and providing false information.

The anti-corruption agency alleged that the consultant prepared a document titled “Medical Report and Expert Opinion for Urgent Medical Intervention,” dated June 10, 2026, which was tendered in support of El-Rufai’s bail application before the Kaduna State High Court.

The ICPC claimed the report contained false information and was deliberately prepared to influence the court’s decision on El-Rufai’s application for bail on medical grounds.

The commission further alleged that Dr. Abubakar abused his office by issuing a medical report that did not accurately reflect El-Rufai’s health condition. It also accused him of conspiring with one Aliyu Bala to produce information that was subsequently relied upon in an affidavit filed before the court.

In one of the charges, the ICPC alleged that the consultant presented the report as an official document of the National Hospital, Abuja, despite the hospital allegedly not authorising or endorsing it.

The anti-graft agency has listed the Chief Medical Director of the National Hospital, Abuja, Dr. Raji Mahmud, among its witnesses. He is expected to testify that the report was issued without management approval and did not comply with the hospital’s established medical procedures.

Dr. Abubakar is expected to appear before the court to answer the charges. The allegations remain unproven, and he is presumed innocent unless found guilty by the court.
