The Osun State House of Assembly has passed the Osun State Integrated Transport, Traffic and Park Management Bill, 2026, after its third reading, but the bill is not yet law.
The legislation was passed on Wednesday, September 23, 2026, in Osogbo and will now have to be transmitted to Governor Ademola Adeleke for assent before it can become an enforceable law in the state.
The bill seeks to establish a more organised system for managing motor parks, garages, traffic and transport operations across Osun.
One of its key provisions is the digitalisation of transport ticketing, a move aimed at improving transparency in revenue collection, reducing leakages and making transport-related payments more accountable.
The proposed law also contains measures to tackle thuggery, violence, extortion and other unlawful activities associated with the management and operation of motor parks and garages.
Its passage comes amid renewed disputes over the control of motor parks in the state.
Governor Adeleke had earlier directed rival groups to vacate affected parks and announced plans to reintroduce a Park Management System following the killing of Olalekan Oyeyemi, popularly known as Emir Ajagungbade.
However, the passage of the bill does not mean its provisions are already in force.
Under the legislative process, third-reading passage marks the completion of the Assembly’s consideration of the bill. The final version must still be transmitted to the governor for assent before it becomes law.
The next step, therefore, rests with the executive.
If assented to, the legislation is expected to provide a formal framework for managing Osun’s transport sector, with particular attention to revenue collection, motor-park administration, security and the conduct of transport operators.
Until Governor Adeleke gives his assent, however, the measure remains a bill and cannot be described as an operative Osun State law.
