FEC Approves First Comprehensive Reform of NYSC in 53 Years

The Federal Executive Council (FEC) has approved a comprehensive reform of the National Youth Service Corps (NYSC), marking the first holistic review of the scheme since its establishment 53 years ago.

Announcing the decision, the Federal Government described the reform as a major step aimed at preserving the NYSC’s legacy while repositioning it to meet the demands of a rapidly changing world.

According to the government on Monday, the reforms will transform the NYSC into a skills-driven, productivity-focused and youth-empowering institution aligned with President Bola Ahmed Tinubu’s vision of building a $1 trillion economy.

Among the approved reforms is the introduction of a technology-driven call-up process, as well as a risk-sensitive deployment system designed to enhance the safety and security of corps members.

The orientation programme will also be redesigned into a six-week exercise with greater emphasis on leadership, entrepreneurship, digital skills and specialised career streams.

In addition, corps members will now receive skills-based primary assignments that align with their academic backgrounds and career pathways.

The reforms also provide for a modern governance structure with civilian operational leadership, while the military will continue to provide security support for the scheme.

To improve facilities nationwide, the Federal Government approved a national grading and certification system for NYSC camps.

Council also endorsed the introduction of a new graduation ceremony to replace the traditional Passing Out Parade, alongside a redesigned NYSC uniform intended to reflect professionalism and national pride.

According to the government, the reform process began in 2025 through a broad-based, multi-stakeholder review involving the Federal Ministry of Youth Development, the Federal Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination.

The Federal Executive Council further directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to commence the amendment of the NYSC Act and its regulations to provide the legal framework for implementing the approved reforms.
