Senate to Sanction MDAs For Financial Regulation Non-Compliance

The Senate has warned Ministries, Departments, and Agencies (MDAs) of impending sanctions for continued non-compliance with financial regulations outlined by the Auditor General. Senator Garba Madoki, Chair of the Senate Committee on Legislative Compliance, issued the warning during a legislative oversight workshop organized by the National Institute for Legislative and Democratic Studies (NILDS) in collaboration with Konrad Adenauer Stiftung (KAS).

Madoki expressed frustration over the refusal of MDA heads to respond to Senate summons and pledged that such behavior would no longer be tolerated. “We will enforce strict penalties on any agency head who disregards Senate directives,” he stated, emphasizing the urgency of adhering to the Auditor General’s recommendations.

The latest Auditor General’s report revealed significant financial irregularities within MDAs, including misappropriation of ₦105.66 billion and ₦18.36 billion in contracts awarded in violation of the Public Procurement Act.

Speaking on behalf of Senate President Godswill Akpabio, Deputy Senate President Jibrin Barau stressed that legislative compliance is crucial to effective governance. “Our role is to hold MDAs accountable, building public trust and advancing national development,” Barau said.

Acting Clerk of the National Assembly, Mr. Kamoru Ogunlana, echoed this sentiment, stating that compliance with legislative resolutions is essential for fostering sustainable development. “Our laws are meaningless without adherence,” he remarked.

Professor Abubakar Sulaiman, Director General of NILDS, identified weak enforcement, bureaucratic delays, and inadequate political support as barriers to accountability. He cautioned that these issues could erode public trust in governance if left unaddressed.

As the Senate Committee on Public Accounts continues to review the Auditor General’s findings, Madoki reaffirmed the Senate’s commitment to enforcing accountability within public institutions. He made it clear that sanctions would be applied where necessary to ensure compliance and restore public confidence in governance.
