Canada Unveils New Policy Changes: What You Need to Know

Immigration, Refugees and Citizenship Canada (IRCC) has announced several new measures, including changes to open work permits, a reduction in international student study permits, and a temporary change to the Express Entry system.

Check out the various policy changes announced on the IRCC portal below, Starnews NG reports.

Open work permits

As of January 21, 2025, only spouses of certain international students and foreign workers can apply for an open work permit (OWP).

The full list of occupations that qualify for an OWP will be available on January 21, 2025.

International student study permits

IRCC announced a 10% reduction in the number of international student study permits issued in 2025.
The number of study permits issued in 2026 will be the same as in 2025.

Express Entry system

IRCC announced that Express Entry candidates will no longer receive additional points for having a job offer.

This change will take effect in spring 2025.

Post-Graduation Work Permit Program (PGWPP)

IRCC tightened eligibility requirements for the PGWPP.

Temporary Foreign Worker Program
Employment and Social

Employment and Social Development Canada announced a 10% cap on employers hiring temporary foreign workers under the low-wage stream.
