A bill allowing Nigerians living abroad to obtain the National Identity Number (NIN) passed its second reading in the Senate on Tuesday.
Sponsored by Deputy Senate President, Senator Barau Jibrin, the bill was first introduced on June 5. It aims to repeal the National Identity Management Commission (NIMC) Act of 2007.
The bill proposes the establishment of a National Identity Database and charges the NIMC with maintaining this database, registering individuals, and issuing identity credentials.
It seeks to enhance the efficiency and inclusivity of the Identity Management System through comprehensive provisions, aligning with global best practices.
In his lead debate, Jibrin emphasized the importance of the proposed legislation for the socio-economic and political development of the country, as well as for national security and an effective identity management system.
The bill aims to streamline the sharing of personal data, incorporating robust data protection measures to safeguard individuals’ privacy and confidentiality.
Jibrin highlighted that the bill would “enhance administrative enforcement powers.”
He stated, “The efficiency and effectiveness of the NIMC’s enforcement powers will ensure timely and accurate compliance with ID registration requirements.
“Removing Criminalisation for non-use of NIN: Replacing criminal penalties with administrative enforcement measures to encourage compliance with NIN usage requirements without imposing undue legal consequences on individuals.”
The proposed legislation seeks to modernize and improve existing provisions to ensure a more efficient and inclusive identity management system for all Nigerians, including those living abroad.
